MIAMI REFERENDUM 1

MOVE CITY ELECTIONS TO EVEN-NUMBERED YEARS

Official Referendum Language

Shall the City Charter be amended to change the General and Runoff Elections from odd-numbered years to even-numbered years commencing in the years 2034 and 2036, and every four years thereafter, so the General Election is concurrent with any statewide or countywide election; modify the qualification period and clarify that the terms of office of those elected in the years 2031 and 2033 shall be reduced to 3 years due to said change?

YES!

What a Yes Vote Means

  • More voters will have a voice. City elections will take place alongside general elections, when voter turnout is much higher.
  • Lower election costs for taxpayers. Combining elections reduces the need to hold separate municipal elections in odd-numbered years.
  • No current or future elected official gets extra time in office. The transition will actually shorten the terms of officials elected in 2031 and 2033 from four years to three.
  • City elections will be easier to remember, with voters casting their city, state, and federal ballots during the same election cycle.

What a No Vote Means

  • City elections continue to be held separately in odd-numbered years, when voter turnout is much lower.
  • Taxpayers continue paying for additional stand-alone municipal elections.
  • Smaller, lower-turnout elections remain, which are easier for special interests to influence.

Why We Support It

Moving city elections to even-numbered years means more voters, lower election costs and no extended terms for elected officials.

MIAMI REFERENDUM 2

BRING BACK MIAMI MARINE STADIUM

Official Referendum Language

Shall the City enter into a management agreement with Global Spectrum L.P. to activate and manage events at the Historic Miami Marine Stadium and Flex Park, 3501 Rickenbacker Causeway, Miami, FL, as follows: • City receives 93% of gross sales of all events after deducting a $33,333 monthly management fee • City receives 85% of sponsorship revenues • 40-year term • Global Spectrum to pay the City up to $10,000,000 towards the restoration of Historic Marine Stadium?

YES!

What a Yes Vote Means

  • A real path to reopen Miami Marine Stadium after more than 30 years of sitting silent.
  • The return of concerts, boat races and iconic waterfront events to one of Miami’s most recognizable landmarks.
  • Up to $10 million toward restoring the stadium from Global Spectrum with NO taxpayer dollars.
  • New revenue for the City, including 93% of event sales after the management fee and 85% of sponsorship revenue.
  • A historic Miami landmark brought back to life for a new generation to experience.

What a No Vote Means

  • Miami Marine Stadium stays closed, and its future remains uncertain.
  • We lose the opportunity to bring iconic events back to a historic, world-renowned waterfront venue.
  • Miami taxpayers continue to miss out on revenue from a one-of-a-kind public asset.
  • We continue to watch the stadium fall into disrepair while Miami waits for yet another plan, that could include the complete demolition and repurposing of the area.
  • Another generation of Miamians may grow up without ever experiencing the stadium that helped define our city.

Why We Support It

Miami has waited long enough. A YES vote gives us the chance to save a landmark, bring back the events that made it famous and turn a silent stadium into a source of pride and revenue once again.

MIAMI REFERENDUM 1

REDEVELOP THE RICKENBACKER AND MARINE STADIUM MARINAS

Official Referendum Language

Shall City lease approximately 27.5 acres on Virginia Key to Virginia Key, LLC, including: • 45-year initial term with two 15-year renewals; • Minimum annual guaranteed rent to City of 2.2 million dollars, with escalations, totaling approximately $203,983,000 over the initial term, plus 6% of gross revenues; • Approximately eighty million dollars of privately funded investment to redevelop existing Rickenbacker and Marine Stadium Marinas in an environmentally sensitive manner, including boat storage, restaurants, retail, and public parking?

YES!

What a Yes Vote Means

  • Approximately $80 million in private investment to redevelop the aging Rickenbacker and Marine Stadium Marinas.
  • $2.2 million in guaranteed base rent for the City, with increases over time, plus 6% of gross revenues – resulting in rent payments to the city that are more than double what the current operator is paying.
  • Aging and neglected marina facilities are finally improved after nearly a decade of failed attempts.
  • More public access to Virginia Key, including a connected baywalk, restaurants, retail, public parking and a waterfront that can be enjoyed by more Miami residents.
  • Safe, environmentally responsible marinas without using any taxpayer dollars to fund the improvements.

What a No Vote Means

  • The property goes back to the City for an entirely new RFP process—the third one in 10 years.
  • The month-to-month holdover lease continues, with no investments being made to the aging marina grounds.
  • The property continues to be neglected and underused, with access largely limited to a handful of boaters.
  • The area remains closed off to families, runners, cyclists, exercise enthusiasts and most Miami residents.
  • Miami continues to miss out on market rate rents for the property and continues an ambiguous lease with an operator that has sued the city on various occasions, and whom the city has had to sue to collect rent the operator misreported.
  • We risk an even larger proposal coming back, such as the plan advanced by the current marina operator in 2021 that was nearly 50% larger than this proposal.

Why We Support It

Miami has already spent nearly a decade trying to get this right while a beautiful piece of city-owned property falls into disrepair and remains closed to most Miami residents. A YES vote ends the cycle of failed RFPs, replaces neglect with private investment and opens more of Virginia Key’s waterfront to the entire community.
